Local Distribution Agreements

“What are LDAs? Local Distribution Agreements (aka Local Development Agreements) in Indiana are negotiated arrangements between casino operators and local governments, such as cities or counties. These agreements are designed to ensure that casino revenue is used to foster community development, infrastructure, and local services.

Revenue Allocation: Casinos frequently distribute a percentage of their revenue to local communities to support public projects and community non-profits.

Reporting Requirements: Local development agreements, along with the amounts disbursed, must be reported annually to the Indiana Gaming Commission.

Purpose: The agreements are used to mitigate the local impact of gambling establishments and to ensure that a portion of the tax revenue directly benefits the surrounding community.
In addition to these direct local agreements, Indiana law dictates that a significant portion of admissions and wagering taxes are distributed back to local governments.

Who can benefit from an LDA?

Some examples include:

First responders, department projects, vehicles, equipment
School corporations and libraries
Educational programming, preschools and head-starts, college scholarships
Transitional housing, domestic violence and homeless shelters
Low-income assistance programs, food pantries
Medication assistance and health programs, senior centers
